The Education Department is keen to appoint an Assistant Headteacher: Secondary Education to join the department's team of Officers that support schools in Gwynedd. This post will focus on supporting Gwynedd secondary schools.

Gwynedd Council operates in-house through the medium of Welsh and offers all it's services bilingually. The candidate will need to reach the linguistic level which is identified as one of the essential skills in the Person Details.

Job Description

Purpose of the Post.

1. Ensuring that the people of Gwynedd are central to everything we do.
2. The Assistant Headteacher: Secondary Education is expected to undertake the post with direct reference to the Education Acts, Regulations, Codes of Practice and associated legislation relating to the post.

Main Duties

The Assistant Headteacher is expected to undertake the post by direct reference to the Education Acts, Regulations, Codes of Practice and associated legislation relating to the post.

It is a challenging job, requiring high levels of inter-personal, communication and leadership skills, defined by National Standards with managerial and strategic responsibilities at an area level and a whole service in terms of education improvement services within Gwynedd as determined by the Head of Education.

To be effective, the Assistant Head needs to:
(i) be able to relate well with others;
(ii) demonstrate the ability to influence and persuade others to act, and also demonstrate promotional skills
at a high level, often under challenging circumstances, and
(iii) demonstrate the standards needed to manage and support the individuals and teams to achieve general objectives
of the Education Service in Gwynedd.

Having direct responsibility for a designated number of schools, as well as responsibilities for aspects of the service at county level, the Assistant Headteacher is expected to work in the context of values about the strategic objectives of Gwynedd Education Authority to:
1. Enable individuals responsible for improving schools to meet modernising expectations and transforming the education agenda in Gwynedd by setting targets and identifying professional needs;
2. Providing support and setting a challenge, either directly or indirectly to schools, groups and individuals which involves the use of knowledge, the use and development of a wide range of strategies and structures, which has been effective in improving schools with different characteristics and contexts.
3. Contribute towards a climate of continuous improvement by challenging schools to raise standards, promoting strategies for self-improvement and School to School collaboration as well as improving the inclusion of individuals and groups who may be excluded, and collaborating effectively with other agencies active in the field.
4. Use data to identify strengths and weaknesses, but also the rigorous experience and observation needed for analysing the factors that cause weaknesses, or core strengths, and making recommendations that lead to improvement.
5. Ensure a full understanding of the learning process and how classroom observation, monitoring and appraisal contribute to raising standards in schools.
6. Promote inspiring teaching and learning and have a vision for future education in Gwynedd.
7. Identify good practice and share it with schools and individuals to bring about changes in school management and quality of education.
8. Ensuring that effective performance management is a critical process for individual improvement.

Ensuring that there is efficient management and effective leadership in a designated number of schools is central to the role of an assistant Headteacher. In addition the holder is responsible for it to:
1. Ensure that the Education Department's strategies for school improvement are implemented effectively and that attainment standards are higher by channelling support, instruction and challenge at appropriate levels by using the resources available effectively in school, local and county;
2. Formulate a local area business plan for improving education with direct reference that bridges national and local initiatives;
3. Collaborate with schools in both sectors and develop agreed catchment priorities with direct reference to the local business plan implemented;
4. Influence whole service levels associated with the performance management of all staff members and ensuring effective use of resources to support schools at the necessary levels;
5. Ensure that individual service plans are cross-referenced, connected, there will be a consistent and measured approach that delivers and contributes towards individual school improvement plans and ensures accountability elements by managing performance at all levels and across all elements of the partnership, and
6. Ensure processes of continuous appraisal and regular review to ensure effective and structured provision along with value for money to provide a service

1. The post holder is a member of the Education Department's Senior Management Team and operates under the direction and guidance of the Head of Education.
2. The Officer is expected to work within the expectations of all county policies, particularly those relating to employment, equal opportunities, equality and data management.
