Carmarthenshire County Council wishes to appoint a Senior Welsh in Education Strategic Plan (WESP) Adviser to join our enthusiastic and professional team leading the Council's ambitious aspirations for Welsh in Education. This is an exceptional opportunity to contribute to system‑leadership work that influences Welsh‑medium provision across the whole county and supports schools to make progress in developing both Welsh‑medium and bilingual provision.
The postholder will play a key role in supporting and deputising for the Welsh Language Development Manager, providing strategic and operational leadership across key areas of the WESP.
Main Duties
The postholder will:
- provide expertise and guidance to schools on Welsh‑medium and bilingual education
- contribute to supporting, coordinating and monitoring the delivery of WESP priorities
- assist the Welsh Language Development Manager by leading elements of planning, analysis and reporting
- develop and maintain strong partnerships with schools, officers and external partners
- represent the Local Authority at local, regional and national meetings, ensuring the county's voice is heard in discussions on policy and practice
- support data analysis and contribute to planning and reporting processes that inform system‑level decisions
- promote and advocate for high‑quality Welsh‑medium and bilingual provision, sharing and showcasing best practice
Essential Skills and Expertise
This role requires:
- Welsh language skills Level 5 (spoken and written)
- Qualified Teacher Status (QTS)
- Significant experience of working at system level e.g. leading change, developing policy, or implementing strategies across several schools or sectors
- the ability to inspire, influence and lead headteachers and schools to improve Welsh‑medium and bilingual provision
- strong skills in data analysis, operational planning and producing impact‑focused reports
- a deep and robust understanding of the Welsh Language and Education (Wales) Act 2025, and its strategic, operational and compliance implications for local authorities and schools
We welcome applicants with advisory experience, leadership experience at local authority, regional or national level, or proven ability to drive strategic change in Welsh‑medium and bilingual education.
