We are seeking to appoint an experienced and highly motivated individual to the role of Community and Family Engagement Team Leader. This post plays a key part in supporting the wider educational mission of improving outcomes for children and young people through effective family and community engagement.

The post holder will provide strategic and operational leadership to the Community and Family Engagement Team, ensuring that high‑quality support is delivered in line with educational priorities and statutory responsibilities. The successful candidate will work closely with schools, education services, external agencies and community partners to strengthen engagement, remove barriers to learning and promote positive educational experiences for children and young people.

Gwynedd Council operates internally through the medium of Welsh, and offers all its services bilingually. The applicant will be required to reach the linguistic level noted as one of the essential skills in the Person Specification.

Purpose of the post
• Ensure that the people of Gwynedd are at the heart of everything we do.

• Strategic planning, creation and implementation of a business plan for the realization of the objectives of Community School Family Officers.

• The purpose of the post will be to support schools, and schools that are part of a cluster, to identify community resources that will be of support to pupils and their families, and how school resources can be of support to the community.

• By working closely with school settings, Council services, communities and third sector partners, the post holder will address issues for the benefit of those disadvantaged and the wider community.

Main duties
• Provide advice and support to team members and enable them to deliver the service effectively and in line with the project's business plan, targets and best practice.

• Oversee performance issues and team member personnel in accordance with policy and procedures

• Planning and leading the implementation of a high-quality programmes and services in line with the Community Focused School Framework

• Work with the Senior School Leadership Team to deal with community, family and pupil engagement issues

• Develop a community engagement plan, map key stakeholders and find ways in which partnership working could benefit the school, pupils and the community

• Develop or combine with a partnership structure to develop strategies in collaboration with other agencies such as healthcare, social services, education welfare officers, police, third sector, sport and leisure, libraries, adult learning, early years, further education institutions, higher education institutions and the voluntary sector etc.

• Support the review of the CFS plan by coordinating data collection and reporting to other stakeholders.

• Identify potential grant funding streams and secure grants to support the continued development of the CFS

• Plan appropriate support for children from disadvantaged backgrounds and those with protected characteristics, LAC or other vulnerability.

• Establish a close home-school link between families and schools to advocate on behalf of the individuals and their families by communicating situations and needs to the school as well as encouraging interventions to arrive at positive solutions.

• Planning for the development of greater community use of school facilities where appropriate. This could include adult education, cultural or sporting opportunities and recreation.

• Develop opportunities to enrich the school day through breakfast/after school clubs.

• Communicate regularly with schools and internal and external partners using a variety of approaches.

• Work closely with managers in other authorities to share good practice and increase effectiveness. To support the development of professional learning programmes for School staff members, Community and Family Engagement Officers, internal partners and families.

• Coordinate case studies, success stories and any information that needs to be disseminated on social media

• Responsibility for self-development.

• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.
